A tool can become FOD, when it is misplaced. Was it left on the cockpit floor and unnoticed fell thru the open inspection hole? You can count your tools, but what about the hardware, like nuts and bolts. Do you keep count of them?
FOD can eventually become dangerous over time. It can rub thru pipes and cause fuel or hydraulic leaks over time. During turbulence it can shift the position and suddenly go from harmless to harmful.
Are you FOD aware? Do you correct others when you see a potential FOD risk or leave it to up them to spot their mistake. Who is responsible? The one knowing or the one not knowing?
